       Here is a report on the Califonria Legislature by the executive director of Capitol Research Institute, one of the state's major watchdogs concerning pro-family legislation in Sacramento.

California Legislation Moves On or Dies
        In California's State Legislature, the fate of numerous bills was decided this week--whether they were given a chance at life by advancing to the next phase of the process or whether they were
defeated.

        As we reported in an earlier action alert, we are thankful that the ''spanking-ban'' bill (AB 755) was
defeated in appropriations committee.  This sinister bill was a direct assault on people of faith desiring to
lovingly disciple their children as they see fit.  The bill's direct assault on Christians is evidenced by the
use of the term "rod," which is a biblical description. 
 
        Another bad bill which would have infringed on parental authority by implementing an intrusive "pupil
support system" (SB 288) was also defeated.  The defeat of these dangerous bills can be credited,
in large part, to your efforts to make phone calls and send faxes to your legislators.  Voicing your opinion to your legislators truly makes a difference for or against a bill.  Thank you!

        Other bills Capital Research Institute opposes--including homosexual marriage (AB 43), physician-assisted suicide (AB 374) and mandating the HPV vaccine for young girls (AB 16)--were passed from the assembly appropriations committee.  Because of a last-minute rule change, many bills were advanced to "third reading" status, meaning that the first two readings on the floor of the assembly were waived and bills could be heard and voted on immediately. 

        This maneuver pushed homosexual marriage (AB 43) to the forefront and, after a heated debate, it passed the assembly and is now headed to the State Senate.  This Friday, June 8, is the deadline for all bills to pass their house of origin, meaning that all bills introduced in the assembly must move on to the Senate or they will be defeated, and vice versa.  Another eventful week is promised as legislators make last-minute efforts to move their bills!
